awesome job! gorgeous details. you did great on making her a Bleach OC character. I picked up the Bleachness very quickly w/o reading the title or author comment. Even w/o being a Bleach OC her overall design can be of anything you want.
Thanks! In shikai, it's a parasol. It splits up into a sword (the shaft) and five mirror panels that can travel up to 20 miles away from her in any direction. They send whatever is reflected in them back to her brain. They also vibrate on contact with anything other than Kotori. The stronger the activity of the reishi, the more it vibrates. That way, it keeps stuff like kidou off of it for the most part.
In bankai, it makes her voice omni-directional in the general area, making her hard to track by sound. The five panels form invisible threads that catch on to opponents, tightened, harden, then vibrates severely to cut through solid objects. The pinwheel-on-a-stick thing is her hand weapon which holds vibrating aspects. She can see from any aspect of her weapon.

Kotori is certainly suited for 12th division, but due to her rocky history and her tendency to bring misfortune to those who take her in, she's been pushed from 6th to the 10th and then to the 5th.
The thing I don't like about Bleach character design is the set positions and connection opportunities that force certain characters to remain in certain universes due to history conflicts. Kotori is already so engrained in GoSS' plot it wouldn't make sense for her to exist anywhere else. Her entire psyche is built on her experiences in GoSS.
Briefly on Kotori's history. Her first memories are of being adopted by a former geisha turned teahouse owner for her pale skin, long hair, and pale-pink eyes. The okami hoped she would grow up to be a dancer or a courtesan, but Kotori didn't age after 25 years. Her unusual spiritual pressure, due to an implosive reiryoku instead of the normal explosive one, attracted hollows from far and wide until the then lieutenant of 4th division (Kazeshini Ijin) discovered her and enrolled her in the Academy.
As an adopted member (sibling) of the noble Ijin house, she had access to two siblings who were captains (4th division; 5th division) and learned from them. However, she was small and frail and unsuited for combat, ultimately doing poorly in most of her classes. She befriends a tall but cowardly boy (Kazuki) at the academy; whereas she was physically unsuited but mentally suited for combat, he was physically suited and mentally completely unprepared. He and one other become her only friends for the rest of her life.
A sanction from C46 forced Kotori to graduate early (within 3 years) due to the increasingly unstable position of her spiritual pressure. Her spiritual pressure was great but not only could it not be used by her, it killed her slowly by destroying her from the inside out, forcing her to wear a mask (similar to Zaraki's eyepatch) to keep herself alive. She entered 6th division to be assigned to paperwork and be watched by Ginyoku taichou.
She admired Ginyoku greatly and adhered to the idea of 'honor' and 'pride' by his teachings. When she appeared on a scanner as a 'hollow-like being' and was lumped with other mutated souls in an internal accident, Ginyoku turned his sword on her. This was the first time she was betrayed. Kotori escaped into exile and survived as an knowledge broker, using her skills as a dancer to work at inns and taverns, selling information backstage.
She returned to Seireitei 15 years later when Kazeshini cleared her name. She finds that Kazeshini was promoted to 2nd division captaincy. Ginyoku apologizes to her but she couldn't bring herself to forgive him. She obeyed his commands to the last hair but constantly hates him the more she obeyed him. This goes on for years.
Ginyoku drafts a campaign to purge Hueco Mundo with a purely volunteer force. Kotori, Kazuki, and Emiya (the other friend,) and others join along with captains of the 2nd and 4th. During the final battle, a mysterious arrancar interrupts the termination of a massive hollow by ripping off Ginyoku's arm just as the targeted hollow fell. Kotori's frustration snaps and she reveals her bankai, then goes after the arrancar while saying something to the effect of "hands off, Gin's my prey!"
(Emiya dies during Hueco Mundo finale after making a promise with Kazuki to protect Kotori's idea of justice. It happens sometime around here...)
Because her voice is omnidirectional in bankai, that declaration was heard by everyone in the area, and her own brother Kazeshini was forced to arrest her for conspiracy against a commanding officer. She was further charged for involuntary friendly fire from her bankai. When returned to Seireitei, she spent 4 days in surgery and organ reconstruction (cause her bankai destroyed half of her organs and 30% of her muscles) and was then sealed by her brother Din Ijin (5th division captain) in a holding cell until she secured a trial with C46.
Kazuki is panicking at this point as to how to help Kotori. He goes to Kazeshini (and Kaze hates Kazuki's guts.) To prevent her from being sentenced to death, Kazeshini gave Kazuki a witness' pass and ordered him to assassinate one of the six judges, condemning Kazuki to death. Kazuki succeeds, but because Kotori's senses were bound by kidou, she didn't know he saved her until Din told her a month later. She later falls into a coma from weak health and terrible prison conditions.
C46's remaining five judges sentence her to a period of house arrest at the Ijin estate. They stripped her of her Shinigami status but not her powers (because she has the only wide-scale surveillance zanpakutou in Seireitei) and gave her a new status as a 'weapon of the state.' After her house arrest, she is escorted back to Seireitei and entered into 5th division to be under the constant watch of the 5th division lieutenant. He can bind her from all movement with a bracelet connected to the metal tag around her neck (shown in the drawing.)
Of course, this summary does the real story no justice. xD;;; I'd be impressed if you read it all, even. Nobody reads nowadays.
GoSS isn't dead yet. Lenoi, I, Hikari, and a couple of newbies are keeping it alive by continuing to create plot. The summary I provided was from May leading up to now. Lenoi is playing the 5th division LT who will be Kotori's keeper, and he's working on a post right now.
